    If the attorney general’s Consumer Assistance Program can propose new rules regarding used vehicle transactions (lemon aid bill), they can surely propose regulations to protect consumers from “banking, credit and financial” institutions’ unscrupulous transactions? Is it possible that they are not only “too large to fail” but also too powerful to regulate?
